Pre-emptive Curtailments Beginning

The IESO is pre-emptively curtailing MBSI, 90 min before each dispatch hour, due to repeated external market failures impacting the same transactions. This is to reduce the impact of hourly real time curtailments.
Grid alerts are free while in the experimental phase
